What Does the Key Marco Community Development District Do?

Key Marco Community Development District is a local, special-purpose government entity authorized by Chapter 190 of the Florida Statutes as amended, and established by the Collier County Board of County Commissioners on June 30, 1992 by adoption of Collier County Ordinance No. 92-45.

CDD Organization

The Key Marco Community Development District Organization is similar to other local governments in Florida. Its five-member Board of Supervisors must be: at least 18 years of age, a citizen of the United States, a legal resident of Florida and the District, and registered to vote with the Supervisor of Elections in Collier County in which district land is located and, are elected at a General Election by the landowner’s of Key Marco. The Supervisors, who are public officials, have staggered terms. Therefore, every two years either two or three Supervisors are elected. Any vacancies occurring before the General Election are filled through appointment by the Board.

The Board establishes the policy of the District in accordance with Florida law. The Board, by law, must hire a District Manager and District Counsel. The powers of CDDs, like other special taxing districts, are limited to the provision of infrastructure and services for master planned developments and they must abide by Florida ethics laws. Water Management

The District uses a contractor to maintain the water management system and wetland areas to ensure proper water flow and appearance.

Street Lighting

The District provides for the costs of electric service for street lights along District roads and the maintenance of street lighting fixtures and holiday lighting. Services are handled for the District by qualified contractors.

Landscaping

The District maintains landscaped areas, including basic landscaping maintenance, tree trimming,renovations and material replacements.

Access Control

District services include staffng and ensuring the operation of access control gates.

Roadway

The District is responsible for repairs and maintenance of District roadways, sidewalks, and roadway signage, as well as the bridge located within the community.

Irrigation

The District supplies irrigation water to the CDD controlled grounds through a well field, retention pond and a pump station system which distributes the water through a network of delivery lines and is responsible for managing electric, repair and maintenance costs for this service.

The Cost of a CDD

The cost to operate the CDD is borne by the landowners in the District and are subject to a non-ad valorem assessment, which appears on their annual property tax bill from the Collier County Property Tax Collector. The FY 2022-2023 non advalorem assessment is $1600.00.
